RUSSIAN LANGUAGE, TRANSLITERATION OF

Place-names: Follow NGS atlas, then the U.S. Board on Geographic Names. Do not use diacritical marks in text.

Personal names: Follow the preference of the individual if known or the historically accepted spelling.

Other uses: Follow an accepted transliteration system such as Shaw or Library of Congress and be consistent.
